With the digital resident permit (tav toshav) you park free along the beach strip (non-residents pay 7.40 NIS an hour there) and get the first hour free in blue-and-white zones, then 2.90 NIS an hour. You need a vehicle licence in your name and an updated address on your teudat zehut (municipality (opens in a new tab)).
Cycling and the sea
Hebrew Wikipedia describes the city's bike-path network, and the municipal Ir Yamim FAQ mentions a planned bike path along Ariel Sharon Blvd. We found no public bike-share or e-scooter scheme in Ashkelon. Ashkelon Marina is an international port of entry; visiting boats must coordinate at least 72 hours ahead (marina (opens in a new tab)).
